What Salt Lake City offices check on a translated document

Federal immigration files are governed by one sentence. Under 8 CFR 103.2(b)(3), any document containing a foreign language submitted to USCIS must arrive with a full English translation which the translator certifies as complete and accurate, together with the translator's certification of competence to translate from that language into English. Nothing there mentions a notary or membership of any register — the United States has no sworn-translator system the way Spain or Brazil does.

The Utah driver licence rule: DLD keeps its own translator list

Utah is one of a handful of states where the driver licence agency does not simply set a format — it curates the people allowed to meet it, and you should know that before spending money with us. The Driver License Division tells applicants that foreign documents must be translated by a certified translator, and publishes its own Approved Document Translator List with names, language pairs and contact details. In DLD's definition an approved translator is someone certified by a company, school, religious organisation, government agency, a Utah court or the military. Getting on the list means completing one of the programmes DLD names — the American Translators Association, Capella University, ExpertRating or the Chartered Institute of Linguists — at Business Level or above, then emailing the division.

DLD also sets the shape of the work: translations must be original and word-for-word, and no extract translations are accepted. You bring both the foreign document and the translation to your appointment, and the Department of Public Safety takes no responsibility for the service or the fee you paid. If your errand is a Utah driver licence or state ID, hire from that published list — we are not on it. For everything else, the federal standard applies.

Getting the Utah record before you translate it

A translation is only as good as the record underneath it, and plenty of Salt Lake City enquiries arrive before that record exists. Utah birth and death certificates come from the Office of Vital Records and Statistics in the Martha Hughes Cannon Building at 288 North 1460 West. Under the fee schedule effective 1 July 2026, the first certified copy of a birth certificate is $25, a marriage or divorce abstract $25 and a death certificate $35, with same-day extra copies at $10. Plan early: in June 2026 the office warned it was running roughly six weeks behind on online and mail orders. Third-party vendors are not authorised to order Utah vital records on a holder's behalf, so anyone offering to fetch yours for a fee will not succeed.

Salt Lake County runs its own counters out of three public health clinics — Salt Lake City, West Jordan and West Valley City — issuing certified birth and death certificates plus marriage and divorce abstracts. Access is narrow: the person on the record, their parents, current or surviving spouse, siblings, children, grandparents and grandchildren; anyone else must show legal proof of need. Older material sits with Salt Lake County Archives, where births become public after 100 years and deaths after 50. Marriage licences are a separate errand: the County Clerk charges a non-refundable $50 that includes two certified copies, by appointment, with both parties present.

Apostilles in Utah come from the Lieutenant Governor

We do not issue apostilles or notarise anything, and in Utah the office you want is easy to get wrong. Utah has no Secretary of State. Authentications are the Lieutenant Governor's job, from 350 North State Street, Suite 220. Since 8 July 2026 Utah issues a single universal certificate that serves Hague Convention members as an apostille and non-members as a certificate of authentication, so there is no format to choose. Fees are $20 per document in person same-day, $5 for each extra document signed by the same official, and $5 per document by mail or electronically. Mail-in requests are processed within 1 to 3 business days of arrival but must go through the online portal first. One trap: digital authentication is not available for vital records, so a Utah birth certificate still travels as paper. Authenticate first, then send us the whole package.

The languages Salt Lake City actually needs

Census figures put numbers on a mix outsiders underestimate. Among 193,851 Salt Lake City residents aged five and over, 46,482 — 24 percent — speak a language other than English at home, and 15,737 speak English less than "very well". Spanish accounts for 27,928 of those speakers and 9,956 of the limited-English total, which is why the whole of Salt Lake County is covered under Section 203 of the Voting Rights Act and must run Spanish-language elections. In San Juan County the same law covers Navajo and Ute.

Behind Spanish the pattern is unusually broad for a city this size: 4,913 speakers of other Asian and Pacific Island languages, 2,281 Chinese speakers with 1,102 of them limited-English, 3,659 speakers of other Indo-European languages and 1,047 Vietnamese speakers. Birthplace data explains it. Of 31,329 foreign-born residents, 10,493 were born in Mexico, 1,558 in China, 1,145 in India, 864 in Vietnam and 657 in Brazil, which keeps Portuguese busy. More residents were born in Pacific Island countries the Census Bureau groups as Oceania, not elsewhere classified — 1,156 — than in any single European country, with Bosnian, Nepali, Burmese, Congolese and Afghan communities behind them.

West Valley City, Provo and the rest of the Wasatch Front

Salt Lake City sits wholly inside Salt Lake County, which simplifies records work: your birth or death certificate is at the county's Salt Lake City clinic or its West Jordan and West Valley City counters. Beyond the city line the document mix is much the same along the Wasatch Front — Sandy, Midvale, Murray, Orem and Provo, where university admissions files dominate, and Ogden and Layton, where refugee resettlement drives demand for Arabic, Swahili, Dari and Nepali. St George and San Juan County are just as reachable, because none of this depends on driving distance.
